While serious problems with access to vaccines developed against Covid-19 continue, the European Union Commission is preparing to make a legal proposal this month on the application of the Digital Green Pass Card, also called the ‘vaccine passport’, in which corona virus-related data will be included in order to facilitate travel. . With this card, it is aimed to reduce the epidemic-related travel restrictions between member countries, and then to move the application to the global dimension. WHAT IS DIGITAL GREEN PASSAGE CARD?

This application will be an enhanced version of the vaccine certificates available in every EU country. This document will be based on the vaccination pass and digitalized, and some data will be loaded into this document to facilitate travel.

WHICH DATA WILL BE UPLOADED?

Information on whether the cardholder has CovId-19 vaccine, PCR test result or developed antibodies will be uploaded.

WHEN IT WILL BE READY?

It is stated that legal and technical studies may take at least three months to complete. It is necessary to ensure that the certificate can be used together in the health and border control systems of the member countries. After the EU Commission makes its proposal, the approval of the EU countries and the European Parliament is also required. The goal is to train for the summer vacation period.

WHY DO YOU NEED OTHER DATA?

It is not mandatory to be vaccinated against corona in EU countries. There will be no single data to prevent discrimination against those who do not want to be vaccinated or who do not have access to the vaccine. The card is expected to enable the non-vaccinated person to enjoy the rights enjoyed by those who have been vaccinated, if other data allow.

WILL IT USE GLOBAL?

The priority is to be used among EU countries, but in the next stage, it has the goal of transforming it into a global practice. To achieve this, a study and coordination with the World Health Organization will be required.

HOW TO TURKEY TO BE AFFECTED?

This issue has not been fully clarified as the EU Commission has not completed its proposal. However, there may be a development that the elements in the vaccine passport are required to enter EU countries. Since vaccination is not mandatory, it does not seem possible in practice to only look at the vaccine when entering EU countries.

WILL NOT BE ADMITTED TO THE EU WITH CHINA VACCINE?

There is no decision in this direction. The EU does not have the power to impose which vaccine on which country it will issue. In addition, EU member Hungary has also started to make Chinese vaccine (Sinopharm), which has not been approved by the European Medicines Agency (EMA), for its citizens. There are also many EU citizens living in third countries who are from vaccines that do not receive EMA approval. In addition, going to such a ban does not make it possible to implement economic losses, especially tourism.
